Just wondered about this. Assuming there are no other issues like safeguarding problems etc. So would being in the average or above range = good, being below or well below = requires improvement?
I think it is below -0.5 that triggers an automatic inspection and suspect you would need some tough arguments to justify getting more than a 3.
