Flirting or just being friendly?

So I'm newly single walking in the park with my baby and a guy starts chatting with me (general stuff like where I'm from, smiling at my baby etc...) and invites me to sit on the bench next to him, so I say "thanks but I'll continue walking" and he says "okay I'm here if you want to rest..." Is he just being friendly? I'm hopeless at telling the difference between flirting and friendly gestures. I'm not ready for any relationship atm (not even superficial) so would appreciate some insight if anyone has to offer so that I can avoid uncomfortable situations. Thanks!

If a man approaches you in the park and says,
"Do you wanna see some puppies?"
Probably best to swerve...

This was probably a bad example - I just reread it and it sounds creepy blush of course I stayed away.

It is streetpull.
Random guy approaches you and chats you up.
He doesn't care who you are, just that you have a fanny and are likely to give him sex for no charge.

Of course he might be genuine, and depends where you live, but I've had it a lot over the years. The men are usually married and tend to not be british.
