Anyone else's OH seem to relish doing things that make them miserable?

Mine seems to find the most unnecessary tasks to do and then sets about them with much martyrdom and sighing and claims of "It needs doing" and "It won't get done otherwise".

These are always things that most definitely don't need doing - unnecessary tasks on the house or garden or things we can afford to pay someone to do for example. I think he just enjoys being miserable and complaining about doing them.

Anyone else?

God no. Why does he do that? What happens to the jobs that do need doing?

No.

(99% of topics in Relationships can honestly be said to NOT be what most people's partners do.)

If you totally ignored it he wouldn't get the attention he so craved. You could also openly state "It doesn't need doing and is a complete waste of time." Just so he's aware he's not getting any brownie points for being a dick arranging garden pebbles or alphabetising the dinner plates.
