Conservation area but no Article 4 Restrictions? Mistake?

I am renovating a property that I have just bought which is in a conservation area (120 year-old house). I was under the impression that I would have to request permission for the changes I am hoping to make by what I read on the Planning Portal (new glazing, changing the roof on the extension to a flat roof + glazing, rendering).

However, as I was researching, I found the council's list of properties with restrictions (Article 4) and mine was not on the list.

Does this mean that I can do anything under permitted development, despite being in the conservation area?

I know I sound a bit thick here, but it is my first house and the first time that I have done anything like this (I have also contacted the council to confirm this by email but wanted to). Am I right in thinking that this means we are free to change the elements I've listed above? Anyone here living in a conservaton area whose property has no restrictions? I don't want to get in trouble if I have misunderstood!
