any plumbing experts around please?

toilet tank is filling, but when I try and flush its like the water isn't being drawn through properly, If I pump the handle it works eventually...any ideas? could I mend this myself ?

Is it an old fashioned mechanism or a sort of one piece plastic unit inside?

My guess would be that the flush valve diaphragm has disintegrated. It's cheap enough to get a replacement, www.diy.com/departments/siphon-diaphragm-washer/178327_BQ.prd, or even to make one as it's just a bit of plastic sheet. It's entirely possible to DIY but unless you are lucky and the syphon opens up for servicing, you'll have to remove the syphon from the cistern to either fix it or replace it.
