How much would it cost to install a heated towel rail?

We don't have a radiator in the bathroom and its very cold. DH would prefer a heated towel rail to a radiator, based on space I agree.

Does anyone know he much it would be roughly to install a heated towel rail?

I don't want an electrical towel rail and would want to plumb it in.
