Depends on what kind of flooring?
Laminate / wood / tiles etc I would do before decorating in case of dust / scrapes / new skirting boards but carpets I would wait until decorating finished.
Agree windows & cupboard first.

In this house, storage gets built, Windows would get replaced if they let water in.

Other jobs are on a 15 year stationary waiting list.
