Removing plaster, cement etc

Sorry this is a terribly boring question. Our lovely new bathroom is all finished bar the painting. The window frame (white coated aluminium) is smeared in dried plaster and tiler's cement. Has anybody got any ideas on how to remove this? I've googled and you tubed but the answers they were useless (basically keep scrubbing with very hot WUL and water)

And because it is only the outer frame (not the parts round the actual glass) would it be possible to just paint over it? With what paint type please.

Personally I would very carefully using a very sharp stanley blade scrape it off. Be gentle and do a little bit at a time keeping the blade almost flat to the frame to not damage the window frame underneath.
