moved into house with electric storage heating (economy 7), which isn't working- not charging at night. Regular electricity is working. Looked at box that houses the timers and the seal (do not tamper with) has been broken. Is this something we will charged to rectify? I think they economy 7 timers may hav been fused by a power outage or surge, but am worried that the seals have been broken.

call your electricity supplier, tell them that you have just moved in and the E7 timer is not working.

They will not mind if you have just moved in and tell them straight away, and they will have no reason (or proof) to suggest that it was you who did it.

The meter readers are supposed to look out for broken seals.
