how much to offer?

Depends on lots of things.... you need to consider:

How long has it been on market?
What do similar houses in street/area sell for?
What is your position - are you chain free/cash buyer as that is very desirable.
What did vendor buy house for (check on land registry site)

In the absence of any other info I would say 570k is too high as it is almost at asking price and i think vendors usually assume your first offer is not your best!!

I guess they can't accept your offer anyway as you're not proceedable. No point in increasing until you have an offer yourself.
