Cavity wall insulation - do we really need a room vent?

Just had a quote done for cavity wall insulation. We were told that because we have an open fire then by law we need a vent putting in. Is that really true? Not sure what the purpose of putting CWI in is, if we are then going to put a hole in our living room wall?

It depends on the output of the fire.
We have a 5kW wood burning stove that we selected because it has no free air requirement.
We are having an extension at the moment, and in conversation, our architect mentioned hat some of the requirements are a lot less that are commonly interpreted.

The output depends on how much wood we put on the fire! We are looking to put a stove in at some point.
I wouldnt mind if it was a vent that we could close off when we aren't using the fire (I know there is a danger that we would forget to open it) but the whole purpose is to make our house warmer.
