Moving primary school - frying pan into fire?

Hi all,
We've currently got 2 DCs in local primary school. One in year 5 who is very happy and settled and has a very well behaved and bright class. Our other is in year 3. He's always had a challenging class since reception. These problems have been getting progressively worse, to the point where our DS complains of distractions, unpleasant behaviour and we've noticed his own progress is slowing. We've had endless discussions with the class teacher, head and outlined concerns to the governing body. Each year or term they "try" out new approaches to how they manage the class but it doesn't seem to work. We're now at the stage of considering a move for him, since we don't want to waste more time with him being a guinea pig for even more new ways of working. I can only see that as he moves up the school the same problems will stay with the class. We've just been to look at another local school and were very impressed. The head did point out though that not every school is perfect and that were still some challenging kids in this school. However we got a good feel for the place and think that the head is better equipped to deal with possible issues. I think my DS would like the school too, but will book him in for a try out day and see what he thinks. They seemed to offer more sports and music which is great for DS. A move could happen quickly too which I think is best to avoid anxiety in the build up. I'm wondering if anyone else has gone through something similar. We wouldn't move other DC as with only 18 months until secondary this seems silly. We would have to manage two separate school drop off and pick ups. How have others managed? Was it easy for them to make new friends? any wobbles? And do you think a move is the best thing? It could be a case of frying pan into fire but I can't see it could be any worse! Thanks for any advice.
