"Good" tutor for 7+ or 8+ - what does this mean to you? What are the criteria of a good tutor?

we have had several tutors ( not at the same time...) but I am quite disappointed in all of them (e.g. lack of vision - master plan what we need to achieve, lack of strategies to help with moving forward in learning). To summarise, the tutoring sessions were like "help" with tasks, not really shaping child's independence...what is your perception?
