Racing ages go on your age on 1st jan and are under 8, under 10, under 12 etc.

6/7 is a great age to start.

There are other clubs as well. Where in London are you?

Kids can start racing at under 8 level.
Under the British cycling set up look out for go-ride events for novice racers. Or plunge in at the deepens by going to a race. This time of year you are most likely to find cyclocross races with a youth race. Come march the closed circuit tarmac race season starts again.
Some parents prefer. Small children to race CX as its seen as safer to fall on grass than tarmac and the speeds are normally a bit lower. Races have mass starts so do a bit of work with your child before they race to help them be confident with other people riding near them and overtaking at close quarters.
Go-ride cycling clubs offer coaching / skills sessions for youngsters. Starting age will vary by club. Many don't take them till they are 8. Many have waiting lists for the younger groups.
Sky-ride family rides may be suitable for you and your kid, but read the ride description carefully.
The British cycling web pages have a club finder which may help you.

Not all cycling disciplines use 1st Jan. Road does, so year of birth is the common factor.
Cyclocross use age on 1st sept and so follow school years.
For the last few races of the road season my 8 yr old was an under 8 on Saturdays whilst being an under 10 at CX on Sundays. Confused, you can be.

What is cyclocross -
www.britishcycling.org.uk/cyclocross/article/20131213-Get-in-cyclo-cross-0
off road racing on bicycles but NOT seriously technical gnarly scarey like mountain biking. more, mud and grass, mud and wriggling through between trees.

Where can you find a CX race in the London area to go and watch or take part in this weekend
www.londonxleague.co.uk/2014/08/round-13-sun-4th-jan/ no videos of the younger races, but some of the teenagers from last year. Gives an idea of the terrain. at under 8, 10, 12 some kids will use mountain bikes or just what ever kind of bike they have.

Closed circuit road racing , a video of an Under8/10/12 race from last summer

My lad loves this circuit, gorgeous swoopy bends and nice smooth tarmac, perfect place to go as fast as he can.

If you are in SW London, this cycling club is specifically for children www.suttoncycling.co.uk/ or you could look at something like this turbokids.co.uk/about-us/
