Learning a language in primary - is it a requirement ?

Just that really. Do primary schools have to teach a language in order to meet the national curriculum? If so does it apply to KS1 & KS2?

It's a recommendation in Scotland that from 2013-14 children learn an additional language from P1 onwards then another language later in primary school, but not a requirement.
