What does this mean in 'the child can do...' terms?

I know it's a 2b but what is the difference between a 2c and 2b in say maths or writing - is it that the child does the correct things more often eg connectives and the incorrect things less often eg capitals in middle of words?

If you Google 'I can statements' you might find what you're looking for

I would interpret that as meaning
'All the child's work is a Level 2'
as opposed to
'I sometimes, or even often see Level 2 work, but it's not yet consistent'
