My LO got a grade 8/9 in EYFS for numeracy but has just got a 1c for numeracy in the start of Yr1.

I don't understand how he has gone from above average to average over the summer holidays or do they not relate to each other?

No, the 1c is a National Curriculum level, the aim is for children to be a 1a/1b - depending on who you listen to - at the end of year 1 so he is doing well. It goes;

1c, 1b, 1a, 2c, 2b, 2a, 3c, 3b...etc in terms of progress.

The 8/9 is on the P Scale (EYFS grading).

Now he is in year 1 he follows the National Curriculum proper.

When he does his KS1 tests at the end of Year 2, the aim is to be a 2b or above, for end KS2 (Year 6) the aim is to be at a 4b or better.

1c is above average for start of Y1.

The 8/9 isn't on the P scale which is only for children who have identified special educational needs.
A 1C shows your child has made the expected progress this term and by the end of Y1 should be above expected levels.
