how much, if anything, should I be prepared to pay for a tutor to help improve my son's literacy skills. He is in year 5.

Depends on whereabouts you live. I used to do tutoring for primary 3 years ago and I charged £15 per hour which was quite a cheap rate.
I'd expect around £20 now, possibly more in London. Some tutors will charge more if you want the tutoring to take place in your own home.

I am based in West Midlands and paying £20 ph for one on one tuition.. My son 7ys was struggeling with handwritting, it has been well worth the money
