Advice on skin care for DD

My DD is 11 and is getting the odd spot on her face. Since breaking up for summer hols she is now also getting very red sore skin around her nose and top lip. It looks quite sore and dry and is starting to affect her confidence.
We bought some neutrogena light moisturiser but that seems to make it worse.
She is currently washing her face daily with Ulay wipes that you wet.
I would love some wise words as to how best to help her please.

I would firstly ensure that her diet is clean as possible and explain that water drinking will benefit her skin more than anything.

Watch those wipes aren't drying her skin out. I encourage my DDs to use a plain emolient cream like E45 to wash with. Rub it on and with a flannel (damp) clean the face gently...that will lightly exfoliate too but the cream is plain and wont dry or grease them up.

She needs a plain cream with a sun protection in there for moisturiser

Is she applying a lot of lipbalm? That quite often causes it. Twice a day (morning and night) is fine

No it's not lip balm. I think her skin is red because it's dry. But on her nose her skin is quite oily and getting spotty.
I also think she's not drinking enough water, so we are going to change that.

Wipes are a HUGE no no... ditch them..

Use cetaphil cleanser with water to clean, pat dry, and then leave her face alone.

I'd stop using lip balm if she's using that too.

If she's really oily with closed comedones (white head bumps) she may have a dairy intolerance, so try easing off on milk. Drink water, and diet should have low sugar, low cheap refined carbs, and low sugary fruit, with high veg. and high fibrous carbs like sweet potato and brown rice.

Maybe she's low on zinc and vitamin d. so use a supplement. See if that helps.

Also use eucerin clean and clear range if she breaks out a lot, it has a mild lactic acid exfoliant in the cleanser, toner and moisturiser, and it's excellent for keeping pores clear.

That's interesting about the white bumps. I used to get a lot and acne too which are both so much better since I cut out dairy.
