Should I change nursery?

Hi, first post and I'm in a bit of a quandary. My son has Down syndrome and is 31/2. He's currently transitioning through to nursery room from toddlers to be with his similar aged peers. I'm unhappy with the nursery as they have increased class sizes from 12 up to 22 on some days without increasing staff, the staff looked tired and stressed when I go to collect him and although he is happy there I feel like he's being left. He needs more input than less. But his inclusion officer doesn't think he needs 1-1 at present, there is another local nursery with far less children which can offer him a place but in the group below his age. Development wise he's 8-20 months following his specific Ds model plan, I'm umming and ahhing over wether to move him. He went for a visit and enjoyed his time there, no tears, and he would receive more interactive play with a smaller group but he's also settled in his present nursery. I'm not sure what to do, any help?

Nurseries have higher ratios for older children, so this often happens. If you no longer feel it is the right place for your child, then move him.

If you're not sure, you could always try it for a month or so and see how it goes.

Thank you. I have spoken to the new nursery manager today and she has pretty much put my mind at rest that it is the best thing for him to be moved. He needs specific guidance and not just be expected to 'keep up'.
Thank you for taking the time to reply.
Much appreciated.
