Help!!! Nurseries & preschool

Hi!!
I may sound like a total idiot- so I apologise beforehand ;) but I am ssooo confused!!
My DD is 13 months old & I'm placing her in a nursery 2 days a week.
I have a primary school just around the corner from me that has a reception intake- I was just wondering when should I apply for a place??
Would it be better for my DD than nursery??
What are the pros/cons??

All primary schools in england will have a reception intake but children are aged 4 -5 years.

Preschool (sometimes attched to primary school are funded (15 hours a week from the term after the child's third birthday) but sometimes take children younger than that ours takes from 2.5 years but we have to pay and at a higher rate due to the staffing ratio's.

I would be very surprised if a school even with a preschool took a child as young as 13 months. as the focus is on the early years curriculum.
