My pennyworth goes like this...
it depends whether you refer to a single jolly fellow <i'd call that a piss-head actually> shock where you'd need the apostrophe as it is a possessive, the inn of the jolly fellow.
or whether there are many jolly fellows, in which case you wouldn't necessarily need one, but could have one after the 's' depending on whether the inn was deemed to belong to a bunch of wine-o's or not.

It would be 'The Jolly Fellow is Inn' wouldn't it? Shouldn't the apostrophe be after the Fellows'?
