Yes. What's the problem with it?
I hate it. People at work write it in proposals and reports "this year we are looking to expand the provision of .." <sick>
So you would say, what? 'We are hoping to expand...'? 'Looking to' sounds like a dreaded Americanism but maybe the alternative sounds a bit hesitant.
You could say 'looking at expanding' but then you've added a gerund...
Looking at expanding isn't right either, though. Looking at a screen, or looking at alternatives, yes, but looking at expanding? Me no likee.
