Full cars may well lessen the length of each queue, leading to shorter queues, but they are unlikely to reduce the number of queues and so "full cars fewer queues" may appeal to your lyrical senses but it would be wrong. Takes longer to read FULL CARS SHORTER QUEUES and LONG SIGNS MORE CRASHES so I think this minor linguistic abuse gets the right message across in the most efficient way - it certainly registered with you!
