Anti-fraud and bribery or Anti fraud and bribery?

I am writing a document with guidelines on how to prevent fraud and bribery. I want the title to be along the lines of "Anti fraud and bribery framework" but am not sure about the use of hyphens after anti and how I write the title to ensure the word anti covers both of the words fraud and bribery.

Any help would be most appreciated. Thanks.

"Framework for the prevention of fraud and bribery"? otherwise " Anti-fraud and anti-bribery framework" it would have to be, IMHO.

I'd use this. Much clearer.
I'd put loads more capital letters in it though grin
