Decorating a dull hall for a 16th - ideas please!

Dd's 16th (with DJ) is in a local village hall - great for parking, easy to find, nice grown up pub nearby for parents collecting etc, BUT it's not the prettiest building in the world. Apart from loads of balloons (she wants blue and purple as colours) does anyone have any bright (preferably cheap!) ideas for making it look better? It's not very new, stage which I guess DJ will use, has tall windows down one side and a bit of a dull porch. The porch I can improve with fabric/fairy lights.

It's a fancy dress party (not specifically themed).
Food will be shedloads of hotdogs/veggie hot dogs and fairy cakes basically.

All ideas gratefully received. It's on Nov 12th.

You could try lots of metres of chiffon in purple and blue and kind of drape them above the dance floor and stage. Maybe a net full of balloons to fall down at some stage as well. Lots of blown up photos of your DD at various ages? Snow machine/smoke machine/bubble machine?
