need advice about a train incident -student DD

Really need some help with this please. DD was coming home for a visit by train before uni starts again. She has stayed down working all summer so we haven't seen her much. It's a long journey via a change in London. She has a railcard. Unfortunately she managed to forget to take it with her - she thought it was in her bag. And yes I know that was silly and her fault. However the ticket inspector took her ticket and ID and didn't let her get off the train at her stop where she was due to change trains. Her original ticket was £50. He said she had to buy a new ticket for £70 she said she didn't have enough for that with her and he then gave her a fine for £150 and she has now ended up having to go all the way to Bristol - completely out of the way. She is not a confident girl (on medication for mental health issues) and is in tears on the train. This seems completely over the top considering she had her student ID and does have a railcard. I feel he has been a bully to make her miss her stop and do this. Could I follow this up? It has added another 2 hours on her journey. Any advice?
