Toddler headbutting

My 15 month old DS keeps headbutting, is this normal? He does it to inanimate objects, i.e chairs/tables but he also does it to DH and me. Fortunately not to anyone else - I'd be mortified.

There's no rhyme or reason, he's not annoyed or tired when he does it. He seems to find it amusing.

Anyone help with how we deal with this? If he does it while I'm holding him I say no and put him down. He has hurt himself on occasion but hasn't learnt yet.

My did it too, I just ignored as I fount he was doing it for a reaction when he was told no or when I was occupied with something else and he wanted me.

I think it also can be frustration because they can't do something yet or communicate

Yes I think that's the case with DS.
