Neglect or shitty parenting

Dc aren’t fed lunch, given a packet of biscuits or several packets of crisps. They are overweight.
Child at primary school not fully continent either way. Allowed to wet and carry on playing, not changed, smells of stale urine frequently. Regularly soils themselves. No action being taken as in gp appointment.
Child with a chronic skin condition is showered (when a bath would be more soothing) not daily, cream not applied regularly.
Dc sworn at and slapped in face, smacked, hair pulled (this is only what I have witnessed).
Would this be of concern to social services? They obviously are fed, clothed and taken to school in a semi reasonable state, is this just a sad case that unfortunately some parents are crap and lots of children will be in situations like this.
I know things could be a lot worse but I just find it upsetting and wonder if reporting to ss would actually do anything?

Neglect, emotional and physical abuse.

It is not your job to worry about SS will or won’t do. It is your job to report it.

I’d say that’s abuse, not managing medical conditions appropriately causing discomfort, not feeding properly and physical abuse. Even if it’s because they’re struggling, they need some kind of intervention and help.

That's horrendous.
If this was happening in a relationship, people would be telling the victim to run, a poor child can't do that.
Things like this really upset me I just can't get my head round it Sad Please report it.

Please report this. If this was an elderly relative in a care home being hit, malnourished and denied medical care would you think it was acceptable? Why should it be acceptable for a child?
