limiting access to websites

I used to have Family Safety on Windows and I could block access to all websites and then set exceptions to specific websites I wanted to allow. Windows have updated their Family Safety features and now i can only select 'block inappropriate websites', and also state specific ones i want blocked/allowed. But I preferred the higher level of safety the older Family Safety gave as my children are still young (5yo and 3yo). They don't really need to be able to Google for example.

Does anyone know of any way I can do this, ie block all websites and then set the exceptions?
