Please help foster carer

Desperately need advice we are foster carers we have had a child placed with us for 15 months. When arriving was 2years 9 months but developmentally only 12 months all the usual neglect no speech at all now really coming on talking and playing. All family adore the child especially other two children on SGO. Made it quite clear from very early that we wanted to adopt child. This was the plan for the LA. Child is high risk so we have no contact with parents. When in court apparently parents found out where we live or so they say, all very sketchy. Also told that we want to adopt child.
Decision finally made before Xmas placement order granted, but no decision as to us applying to adopt, if we would be aloud.
Taken till now to say we cannot adopt due to LA saying we cannot meet cultural needs first and secondly due to risk. No-one from adoption team even bothered to talk to us.
SSW shocked believes we can meet needs but she is leaving. Child's SW new waste of time agency.
Can we appeal, and how. Even said we would move, had no response to this.
HELP!

I can't really help, but there is an adoption section on the talk catagories. Maybe this would be a better place for your post to get some help.
