Which decade was 'groovy': the Seventies or the Sixties?

I know the 60s were swinging, but I need to know specifically which of the two was 'groovy'.

This is a very important question that may indeed save the world from impending doom.

But the hippy movement was mainstream from the Summer of Love (1967) until the birth of punk(1976), so therefore it was the seventies.
