I'm really quite depressed that threads alerting people to these proposals are getting so little reaction. Do people on MN really have no concerns about councils being allowed to opt out of child protection duties?

The changes will also allow local authorities to ask Sec of State to not have to undertake certain duties towards disabled children. Children's rights to services will become a postcode lottery. Here is a detailed article by respected expert on children's legal rights
