I don't know specifically, but church halls are generally a good bet -- reasonably priced to hire and normally have at least tea and coffee-making facilities. Avoid the Methodist places if you want to have alcohol for the adults, though.

We're not in the area you describe but I used to help at a toddler group and we hired out the equipment for a small fee (£10) if parents booked the hall for a party. So maybe check local toddler groups, see if they do the same and then ask for that hall hire charge? Most church and community halls are about £5-20 an hour.

My friend hired a comrades' club (like working mens club), and they had the option of bring your own or a licenced bar!
