Is it the law in Switzerland that you must have sickness cover? It seems to me that the commune has been unable to establish your insurance status and is therefore signing you up with H Assurances on your behalf, with effect from 1st March. You will be contacted by H Assurances in due course. You have until 5 April to produce evidence of your insurance if you do already have cover, after which you will be charged an admin fee of 100 francs to cancel the cover they have set up for you.

Oh, that does make sense. We do have cover but obviously it has not been registered properly.

I have replied, saying that I am sending them a copy of our insurance certificates and that we are insured by the company L.

Does this make sense? And how do you say, Kind Regards? The letter we get seem to end with huge flowery sentences (like "we ask you to accept the assurance of our distinguished consideration). They must find our Kind Regards very rude.

My quickie translation here:
As you have not replied within 3 mths to our affiliation check, we are proceeding to affiliate the person concerned with (element missing here, I think : auprès de qui/quoi ?), in compliance with the Federal law on health insurance dated 18/03/1984.

The flowery sentences are the norm in French corrspondence; you just learn one or two and use them automatically. Kind Regards would indeed probably seem a bit abrupt. It'd be better to say "Je vous prie de bien vouloir agréer l'expression de mes salutations respectueuses."
