US voting question for USans in UK

When you register to vote as an overseas voter are you registered in the last place you lived?

dh never bother because he assumed he'd be counted in Nebraska and so his Democrat vote would be pointless. Just wanted to check that this is the case.

Yes, it's the last place he was registered. He should still vote - tis easy peasy to get registered. You can fill in some questions and they'll email you a completed form to send in - Vote From Abroad
