Proof of identity?

We are scrapping a car and the council will do it free of charge. All good. But they want "Proof of identity. Please send original documents only, no copies (No Driving Licences, Passports or Birth Certificates)".
What else other than those is considered proof of identity, and not just proof of address? Any ideas?

kentmumtj I think Shrinkingviolet means they won't allow driving licence etc as proof of identity.

OP I have no idea what else you could use - you'd think they'd give you a list?! Give them a call and ask.
