Tax credits help

I don't know if anyone will know the answer to this and struggling to find out through HMRC!

For the tax credits exemption card (and also free school meals) the limit is £16000 something a year my question is do the Base it on last year's earnings or this year's? We earnt over the threshold 15/16 but 16/17 gross income will be at least £8000 less and without an tax credits exemption card it's costing me an absolute arm and a leg in transport costs getting my son to and from his hospital appointments!

My partner is working 24 hours a week.

I assumed last years? Have you tried phoning or is it the usual two hour wait to speak to someone ?
