Yes you have to declare it. I work 12 hours a week in Waitrose and earn well below the personal allowance limit I still have to declare it

Try not to get confused between tax credits and the actual tax system - tax credits works on gross incomes, pre-tax, and all incomes should be declared if they're eligible for inclusion because cumulatively it can affect your award. Is your husband on income or contribution based jobseekers allowance? If it's contribution based, he ought to declare the total amount received in any given tax year as a taxable social security benefit, if it's income-related you need give no figures, you just need to include the start date/end date of the benefit. While in receipt of an income related benefit, any other household income will be disregarded in the calculation of the claim (which is why it's important to confirm which kind of JSA you're receiving - if you put the wrong one down it can cause an overpayment you'd have to pay back)

In that case, the JSA for each financial year should be declared as a taxable social security benefit - the rental income comes under Other Income, meaning the first £300 of the total can be disregarded.
