Housing Association bedroom problem

We live in a 3 bedroom flat owned by a housing association. We have 4 DS's aged 14, 9, 5 & 3.

We applied for a bigger house to be told we weren't eligable and our eldest had to be 16 beofre they would consider a move.

Today I was talking to another parent of 4 who was told her eldest had to be 14 before they would be moved.

Can anyone tell me if there are offical guidelines regarding the ages at which children should have their own rooms?

The biggest annoyance is a nearby 4 bed became vacant. Today I found out the person who has been given the keys has 3 DC's 2 boys and a girl. One of the boys is in prison, the other has moved in with his GF so these are not young children and now there is a 4 bed house with a mother and DD rattleing about in it.

not all places have these rules tho.

i have 5 dc. 2 girls 3 boys. eldest is 15 now and been on a list for bigger place over a year.

they say bathrooms and hallways can count as sleeping areas!!!!
