Is this correct?

My DP has just done a paternity dna test for child Maintenance and he had to pick up the test kit, do the swab himself at home and then bring back the sample so they can send it off. Is this the way it's normally done? Surely it's easy for people to get out of Paying by swabbing someone else's cheek so the test comes back negative? Something seems really off and unfair about this. I thought they would be more strict with this?
