Appealing Interim Child Arrangement Order

Has anyone had experience of a barrister refusing to send a draft order to the courts for filing, insisting that judge reconsiders his decision and re-lists hearing in front of another judge for next week. Failing which, they would appeal?

Their occupation order application was denied after an emergency hearing and the judge approved an interim child arrangement order st their request, except he didn't approve what they had asked for, but went with mother's proposal.
