Agent Failure to Notify of Cancellation

I was going to do what my friend does but this has put me off.
She hosts young French students who arrrive in a large group in their
own coach They typically stay between 3 and 7 nights.
She gets a list of groups early in the year but I gather they often cancel
or the number changes. So the bookings are not guaranteed but get this.
One day a few days before due arrival the Agent rang to ask if she could host an extra group she agreed but they never showed up and when she rang to enquire the Agent said she did not know what she was talking about.
This has happened twice more with the Agent never contacting to formally cancel. She had prepared the house got in extra shopping etc
I understand last minute things occur but not to notify seems like really
bad treatment.
After complaining she was told she had no grounds by the company
Where does she stand ?

Does she have a formal contract for this?

Without that I doubt there is much she can do

I would ask for any changes / bookings to be made by email and not verbally
