recent break up.

Hello. My daughter is looking to take control of her life again after a recent break-up. Despite him leaving, he refuses to hand over the keys or sign over the tenancy. Asserts that he will take my daughter to court if she,"cause any problems over contact". Has left her with a £4000 loan taken out in her name based on HIS earnings. He's refusing to pay a penny of it. She feels very isolated and feels the world on her shoulders. We as parents think that its his controlling behaviour which was a problem in the past and continues to be so. Really, it's just bullying. What are her options? She has no money whatsoever so can't afford a solicitor. Is she just expected to put up with this. The housing association says that they can do nothing about the keys issue. He was found in the flat, uninvited once, when she arrived back unexpetently. Thank you Peter.
P.s, two children, 4 and 2.

Are they married and is the tenancy in both names or just his? IF the children live with your daughter for the majority of the time has she checked any state benefits she might be entitled to and does she receive any child maintenance?
