Csa payments to Secretary of State

I will try to keep this brief.

Never received and Cs from dd's father.

Called today for progress report, told he had been paying £20 ow since August 2013.

Never had a penny.

Guy went off, came back and said payments been going to SoS but will amend and future payment to come to me.

Why has this happened,

I work and have done for last 7 years.

Ex owes SOS and me - arrears ate large - who should be paid first?

I don't know. May be if a man owes SoS and you under the law SoS comes first? Also if they are prepared to amend it now then surely they should refund you back to August 2013?
