Neighbour's gas pipe

My neighbour (like myself and others) has had calor gas bottles installed in her garden. However the pipe leading from the bottles into the house has been sited along the fenceline with my property. Actually she has attached it to two of my fence posts without telling me... I have asked her to remove the fixings but she has so far refused.

Since the pipes were installed her son has come and laid a patio which means part of the pipe (the bit that passes in front of the ROW from her property to mine) is now encased in concrete. When I had someone come round to quote for fixing my fence he mentioned that the pipe should have had some protection around it before being encased in the concrete. He advised that over time the pipe will be damaged by the concrete.

When I brought this to my neighbour's attention she ranted and raved (as usual) and told me that I'm always so difficult. She often uses intimidation to get away with things and I feel this situation is no different. However she did confirm at the time that the pipe was not protected and that she has 'wondered about that'. He son now denies this, but you can see there is nothing protecting it where it extends out of the concrete on both sides of the ROW.

I am extremely worried about the situation but have no idea where to turn too for help given my neighbour's refusal to do anything about it. Is this a planning matter?

I would call Environmental Health at your local council - if they can't help, they will know who can am sure.

Local council building control?

Would that be worth a call at least to find out which agency should deal with this. It actually sounds dangerous. Escaping LPG is lethally explosive when mixed with air in the right concentration if say a cigarette were discarded nearby. Its only a matter of time before that pipe is breached.

She and her family regularly sit right beside it smoking. As you say it will only be a matter of time. It has already been 18 months since it was encased in concrete...
