can an absent parent get copies of social services report

husbands friend (hf) has not seen his son for 8 years since he divorced his wife for adultery this has been mainly due to him living and working 200 miles away, but over the years he has tried to see him, but always at the last minuet they come up with an excuse...he pays regular maintenance for his child but he recently found out that social service have been involved, due to the child being found wandering the streets a mile away from home at 9pm at night (he is now 11) by a mother whose child goes to the same school, he said his parents locked him out at lunch time and wont let him back in, concerned she phoned the police and they contacted social services, they only allowed the child to go home as he grandparents were there (stepdads parents)....child was seen by social services at school, and stated he is always locked out when parents go out, and that he dosent like his grandmother as she hits him and puts him in a cupboard, they are now having another meeting with social....hf only know this as his older son (22) who lives near the family home phoned him.......hf knows if he contacts his ex it will probably make matters worse for his son, he just wants to know if social services will talk to him about it or send him a copy of the report, any one know if and how he goes about this...thank you

Your h should advise his f to make direct contact with the Childrens Services Department of whatever local authority his son is living in as a matter of urgency as it may be that they are unaware that the child has another parent/paternal relatives.

It may also be that the child is unaware that he has another parent who has been paying child support regularly but has been frustrated in his attempts to maintain contact - that said, why has your h's f failed to apply through the Courts for a contact order?

thank you everyone, dh has passed the information onto his friend, and he said he was grateful for all your help x

im not sure why he never got a court order for access, i can only assume its was due to the distance and not a very cooperative ex but once again thanks everyone x
