None verbal teen left in Birmingham city centre

Yesterday West midlands police put out a ccTV image of a young girl, thought to be 14 years old, who was found wandering, distressed, in Birmingham city centre on 14th February clutching a pink blanket and a cuddly toy. After being splashed all over social media overnight they identified her today.
How can this happen? Presumably someone must have known she was missing; not just her guardian? 6 days? This made me so sad.
