The document comes the week after the conviction of taxi driver John Worboys exposed failings in the Sapphire teams, created in London nine years ago to set a gold standard for rape investigation, amid concerns about the low conviction rate. It contains testimony from senior members of the Southwark unit that paints a picture of a department in crisis because management did not consider rape a priority.

Campaigners from Women Against Rape, which supported the alleged victim and her mother, described the findings of the Met's directorate of professional standards as the most damning such report they had seen in 30 years.

An untrained PC who should not even have been investigating rapes struggled to deal with up to 33 sex offences at a time under a "punishing workload which would have tested even an experienced investigator", as the unit manager's pleas to her superiors for more detectives went unanswered, the inquiry reveals. Under the Met's rules, a trained detective constable is the lowest rank who should handle rape cases, but by December 2004 the unit had only two, and in May 2005 it had none.

According to the borough's targets, it should have had at least four. The motor vehicle crime unit had two DCs, and the teams for burglary, robbery and intelligence also all had more than the Sapphire unit, the manager told interviewers.

She had voiced her concerns several times to the borough's deputy commander in April and May 2005, telling him the position appeared "indefensible" on paper. Late in 2004 she had been called in by the senior officer in charge of Sapphire across the Met to explain a drop in performance figures. She was furious when, soon after, she was asked to provide officers from her under-strength unit to staff a borough robbery initiative.

At the end of May 2005 she fired off a report to the borough commander highlighting her concerns. "The picture painted was that greater importance was given to motor vehicle crime than victims of serious sexual assault," she wrote.

The report said: "Evidence ... indicated strongly that the situation [over understaffing] was known, problems anticipated and action could have been taken to address this, but for failures at [a] more senior level."

The Independent Police Complaints Commission, which managed the inquiry, said the investigation of the teenager's case "fell far short of what the victim had a basic right to expect".

Three officers are to be given written warnings and the fourth, who is being disciplined over his response to the initial complaints about the investigation, is to receive advice.

getting a male dominated constabulary, judiciary system and government to actually give a shit about the raping of women and children is like trying to nail jelly to the wall to coin a cliche.

Lockedout - I was about to start a thread on that Guardian story. It makes me absolutely furious. Why isn't it headline news in every single paper rather than tucked away on the inside pages? If you can't trust the police to do the very basics of their job, ie investigating crime, what can you trust them to do? And why are the police involved not being prosecuted? It's horrific to think that one woman was persuaded to drop her rape allegation, and the man concerned went onto murder his two children.

You're right, Lockedout, I probably should start a thread. I find the whole thing makes me so angry and upset though that I almost don't want to think about it. There's a thread in chat at the moment where the OP says her husband's friend assaulted her, but he wasn't prosecuted, she was ostracised by people who told her she was lying, and now he is leading youth activities in the school her kids attend. It seems to me that if you are a woman and you are sexually assaulted there is almost no chance at all of you seeing justice.

A year ago Sir Jimmy Savile died aged 84. According to his obituaries in the UK media, Savile had been an iconic British broadcaster, a tireless worker for charity, and a close friend of many of the rich and famous including Prince Charles.

At the time of Savile’s funeral, the UK Press from the leftwing Guardian to the rightwing Telegraph had eulogised Savile as “a lovely man”, “a national institution”, an “adornment to British public life”, “a friend of royalty and prime ministers” and that “he acted as an unofficial advisor to Prince Charles for several years”. Indeed it was reported that Prince Charles had “lead the tributes to this TV legend”.

As Savile had had written on his tombstone - It was good while it lasted. But it couldn’t last for ever.

Allegations of Pedophilia

A month ago the media’s story had to change as a flood of allegations accused Savile of being a serial pedophile.

BBC Presenter Jeremy Vine has described former BBC Presenter Sir Jimmy Savile as “one of the most serious predatory paedophiles in criminal history”. The BBC Director General has made a “heartfelt apology” to the victims, and a senior police officer has described Savile as a “predatory sex offender”.

On Oct 7 2012, the Daily Mirror wrote - “for four decades Savile reportedly molested and raped children as young as nine” because no one stopped him. His high level contacts had made him untouchable.

So untouchable that it is claimed that Savile, and Gary Glitter (jailed for abusing children in Vietnam), allegedly even used Savile’s dressing room at BBC headquarters for alleged sex with underage girls. But it gets worse. Savile was involved in charitable funding of at least six Orphanages, Children’s Homes and Psychiatric hospitals. He kept private rooms at several of these institutions and it is alleged that some of his victims came from these same care institutions.

The Cover-up to Pervert Justice

This story is all over the UK mainstream press and you can Google “Jimmy Savile” to view the horrific details for yourself.

But the story one can’t view in the UK Press is the cover-up amongst elites that protected Savile from justice for over four decades, as the UK press is too scared of its power elites to get into this.

What is surprising is how many people actually complained over the years.

The Daily Mirror records how “Charlotte”, a special needs school student, complained of being sexually assaulted on school grounds by Savile -- She was dragged away, put in an isolation cell, and told to apologize for making the accusations. Many complained over the decades; yet none were listened to. A former Sunday Express Editor admitted knowing about Savile 45 years ago - and I suspect many other journalists knew as well, as Savile’s pedophilia was somewhat of an open secret.

But complaining was pointless - and perhaps dangerous - because Sir Jimmy Savile was a very well protected man.

No such thing as Free Press in UK - Savile was a protected man

The first question is why didn’t the press do something to expose this monster years ago; after all his offences go back 50 years and many knew about them? The sad fact is that in Britain the rich and powerful get away with almost anything, including pedophilia, and the UK press have long been cowed into submission. Britain’s largest press baron, Rupert Murdoch, confirmed this recently when he tweeted “Needed to demonstrate no such thing as free press in UK”.

Besides Britain’s libel laws are so draconian that they seriously impact freedom of speech and of the press in favour of establishment elites. It wasn’t until Savile died that they were able to pluck up the courage to start printing the long known truth.

There now seems to be witch hunts for scapegoats as power elites try to divert attention from themselves. Firstly it was about Savile: removing his tombstone, cancelling his honors, etc. When that wasn’t enough to satisfy the public ire, the attempts to find scapegoats turned to the media’s failure to report the story, or the police’s failure to investigate.

But increasingly it seems that Savile was a protected man. One senses that the real question should be the role of the Intelligence/Security services [MI5 / MI6 in UK] and establishment elites in the cover-up.

Jimmy Savile, Politicians and Royalty

Sir Jimmy Savile’s extraordinary relationships went indeed into the highest levels of the UK Power Elite. Some of these close relationships have already been described in this article, but there is far more to them than that. Savile was for years a regular guest of Margaret Thatcher at her official country house when she was Prime Minister.

Savile was close to Royalty, as well, and a frequent visitor to Buckingham Palace, Kensington Palace and Highgrove (Prince Charles’ estate). Indeed Prince Charles had visited Savile at Savile’s retreat in Glencoe, Scotland. There was even a Christmas card in which the Prince wrote “Jimmy, with affectionate greetings from Charles. Give my love to your ladies in Scotland”.

The Daily Mail reported in 2011 that Savile had “been used as an intermediary in an attempt to resolve the differences” between Charles and Diana. Indeed the late Princess Diana described Savile as a “sort of mentor to Charles”.

Sir Jimmy Savile, Pedophile - Protected by UK Power Elites

With these cosy friendships with top politicians and royalty, no wonder Sir Jimmy Savile felt himself to be above the law in England - and the truth is that he was above the law.

It’s not just the allegations of Pedophilia against Sir Jimmy Savile that are so shocking, but the fact that these crimes appear to have occurred over a 40 year period that makes them even more appalling.

The sad fact is that in the UK and Canada the secret Intelligence/Security Apparatus are known to see part of their role as operating outside the law to illegally protect establishment elites from justice when they do wrong.

BBC Presenters are always vetted by the secret intelligence/security services, and friends of royalty and top politicians are also known to be vetted on a regular basis - Savile was both. So it is inconceivable that MI5/6 were unaware of his pedophilia since it had been going on for so long - theirs was the role that hid the truth and protected Savile from justice.

An Intelligence Service should be about the quiet collection of information and its analysis; its objective should be getting at the truth. Contrast that with a secret police service who are spreaders of lies, harassers, and bullies; their objective is to hide the truth. My own personal experience is that, in the UK and Canada, the State’s secret intelligence / security apparatus have crossed that line from being honest services that serve the public interest to becoming bully boys for Power Elites.

UK Elites Cover-up Pedophilia using MI5/MI6

Nobody - not the public, not police, not journalists, not the judiciary - would dare report a man who is being illegally protected by MI5 or MI6.

As many have written there are those in MI6 who see their loyalty to be to the Queen and not to Parliament or the government of the day. They see part of their job as protecting Power Elites from themselves. I have written a research paper, based on my own experiences of this, and on a presentation I made at McMaster University on the subject:

It is hard not to opinion that where these UK Elites are involved there is a heedless unconcern for any form of justice. It is even harder not to opinion whether the UK’s Security / Intelligence Apparatus and some of its power elites are fit for purpose.

Sir Jimmy Savile was a serial child abuser who mixed with royalty and politicians, and appears to have been shielded from prosecution by the police, the BBC and the security services. Those who protected him from justice are just as guilty as he was.

3 years for rape of a 6 year old

A boys' football coach has been jailed for three years after he raped and sexually abused a six-year-old boy and sent him a sick text message, nearly two decades later.

Steven Falls, 35, formerly Steve Porter, of Stonelea, Windmill Hill, Runcorn, congratulated his victim on becoming a dad, saying he longed to get his hands on his baby, a jury heard.

The menancing text prompted the 25-year-old year abuse victim to report his childhood ordeal to the police.

Detectives discovered the defendant had changed his surname by deed poll from Porter to Falls.

Falls, from Jubilee Road, West Bromwich, was convicted of two offences of buggery and three of indecent assault, at Guildford Crown Court on December 16, 2010, after denying all charges.

He lived in Runcorn from 2005 to 2008.

Judge Christopher Critchlow said the sex attacks had had a lasting impact on the victim.

"It has affected his life," he said.

Judge Critchlow said that the maximum sentence for buggery was life imprisonment and for indecent assaults 10 years in jail.

He said he could pass a much lower prison term in Falls's case because the events happened so long ago and the defendant was only 16.

He warned Falls, "Had these offences been committed now, they would all have been charged as rape."

Falls was put on The Sex Offenders Registers and banned from working with children.

In the 60s and 70s, I hoped we were making moves towards justice for all; to a new world where women were strong and free to be themselves, where children were protected from violence. I sort of trusted "the authorities", I thought my vote counted, and that the justice system was reasonable. I'd thrown off my childhood religion and its superstitions but accepted that the practice of a religion was deeply meaningful to many, and could be a force for harmony in communities.

Now? I have no faith in the police, the justice system, policiticians, the organised church. I despair that women seem less assertive than they were back then, that we are so apathetic politically, that children's lives can be so cheap.

However, what gives me hope is the advent of the internet and the powerful communication tools it provides. I'm more cynical about all the above precisely because I can see for myself just what is happening. I can exchange information with others and receive it from people like Lockedout (for which, many thanks).

So it isn't all doom and gloom. We just need to hang on to the belief that we can change things. We do not need to be beholden to our masters - political, domestic, religious - any more. We have working brains and access to information - it's vital we don't let ourselves be fooled into thinking we are helpless.

we're not helpless but the sad thing is that children in institutions are. those very things you (and i) have no faith in are the only things they have to protect them.

the internet is a wonderful tool for us to share stuff but sadly it is also a wonderful tool for misogynists and paedophiles to share stuff too. even common everyday supposedly legit sites like facebook are full of women hating, violence inciting, rape apologetics, encouragement to view underage girls as 'sluts' who are asking for it etc etc etc. reported and then left to stand as 'not breaking their guidelines'.

we've come miles and miles with racism, homophobia, disablism etc but when it comes to women i'd say in many ways we've gone backwards with no sign of anyone taking our rights and safety seriously. and girl children seem more vulnerable than ever.

Serving police officers who took part in disgraced BBC presenter Jimmy Savile's "breakfast club" meetings at his home are to be quizzed by West Yorkshire police, the force has confirmed.

Police said on Thursday they had "identified some individuals who were in the so-called Friday Morning Breakfast Club", a weekly gathering of the late Top of the Pops host's friends at his Leeds penthouse.

In October, West Yorkshire police said they had no information about officers attending the gathering but that they were free to do what they wished when off duty.

A disgrace that West Yorkshire are investigating West Yorkshire.

The officers usually visited on a Friday. It was usual for other friends of Savile to be present, drinking coffee and chatting."


Are they expecting us to believe that Savile was just one of many Leeds citizens having wee coffee mornings with their local bobbies? And that we'll be reassured that the same police force will look into it?

Exaro who found out about Harry Kasir leaving for the US.

Exaro has uncovered plans by a key figure at the centre of a police investigation into a VIP paedophile ring to leave the country.
Haroon Kasir, known as Harry, co-managed Elm Guest House three decades ago. Confidential legal papers seen by Exaro reveal that he has made hurried plans to raise nearly £60,000 by the end of month, and he has applied for a visa to live in America.

Last month detectives raided Kasir’s home in Richmond, close to where the former guest house used to operate as a gay brothel.
They did not arrest him but are expected to want to speak to him again as a key figure.

Jersey Police have found no evidence of a sex ring operating in the island following allegations daubed in graffiti on a sea wall in January.

The lettering, which detailed allegations against three people, was painted along hundreds of metres of sea wall in St Peter and St Aubin.

Officers said they had spoken to a number of people but found no evidence the allegations were true.

A spokesman added that no-one had been charged in relation to the incident.

In a statement, a police spokesman said: "Some of those people identified as being involved in this supposed "sex ring" no longer reside in Jersey and haven't done for a number of years.

"Due to there being no indication that these allegations are true the incident is being investigated as an act of malicious damage."
