I just want peace? No more harrassing

Me and my children were harassed and bullied for over a year by some horrible women and their children. It all started wheb I noticed the women would stare at me for weeks and ended up shouting abuse, trying to start fights ,etc, on the way to school near where they live. So I tried to find another school for mine but there wasn't a one that I could find that their family or friends didn't go to. All the others were way too far away.
Anyway, police and council were involved. The council tried to help but I got no where because these people don't care. Me and my children ended up with anxiety. They think the police warned me off but it was the other way around in the end. For a short time, they left us alone. They didn't stare or anything. Then I saw their friend and them stare at me in a shop and now whenever I see them they're always staring and looking for me again? I haven't done a thing. I keep myself to myself. I just want peace.
Please help?
